For example office lobby, is it just for aesthetic value? Or for the first impression for the whole office image? And another example for residential, is it to create the focal point or enhance the ambiance of the interior space especially for the user of the space? Thank you.

I would say more aesthetic, to draw the attention to that area, though they could also serve a function. It could be to attract the person to that wall, towards that area, as in a receptionist desk in an office, etc. in the home. It's often to create a focal point, so the feature wall, or focus wall, can have various purposes.

The only door to my garage is the one opened by the garage opener. I want to store my earthquake supplies in there, but if the power is out, I won't be able to open the door to get inside the garage. The garage door opener manufacturer does not offer a battery back-up option. If I can open the door from the outside just once, then I could pull the emergency release and open/close the door by hand. It's getting in the garage the first time when the power is out that's the problem.

Two options. First, you can have a vault release installed in your door. It's a keylock that enables you to disengage the door from the opener in the event of a power outage. Any garage door company should be able to help you.
Second, you can replace the opener with one that has a battery back up. Chamberlain makes a good one (also branded as Sears and Liftmaster) that uses a DC motor, and has a built-in battery backup that will run the door for at least 24 hours.

I want to buy a nice leather desk chair for my office area. Is it really worth it to spend over $100 for one?

You can find chairs that are in the $100 dollar range that are comfortable to sit in. I could never justify spending $800 on the herman miller chair, even though it is the most popular chair. (Pretty sure its on GSA contract for government employees now everyone is getting them)
Leather is the professional look but if its a home office where you aren't meeting with clients/customers go for comfort. Something that promotes good posture but doesn't feel like you're sitting on a rock. Mesh back chairs in my opinion are the most comfortable but tend to run a bit higher price.
Some features to look for are:
Pneumatic seat height adjustment
360° Swivel
Seat glide mechanism
Tilt Tension
Tilt lock
Synchro-tilt
Adjustable arm height

Pale yellow or antique white (has slight yellow cast to it) is warm, comfortable. Get at least one incandescent or halogen floor lamp for indirect lighting that can be adjusted according to the intensity of light that you need at any time–and a halogen or incandescent desk lamp.
Fluorescent lighting is hard on the eye and the brain. Fluorescent lamps do not give out a steady light, instead they flicker (fluctuate in intensity) at a rate that depends on the frequency of the driving voltage. While this is not easily discernable by the human eye, it can cause a strobe effect posing a safety hazard in a workshop for example, where something spinning at just the right speed may appear stationary if illuminated solely by a fluorescent lamp.

I am opening a new Law office with 95 employees and I need new desks, chairs, book cases, file cabinets, etc. everything. Does anyone know where I can buy in bulk? Preferably from a manufacturer!

Have you checked with furniture liquidators in your area? You can often get very good used office furniture at reasonable prices from them.
As a matter of fact, I am selling my late husband's law office furniture to one. You might be able to check with your state bar association. They may know of any law firms that are shutting down or selling off furniture. I doubt they will give you any names directly, but they might give your name to them.
Congratulations on the large practice, by the way. That is quite an accomplishment. Is it general practice, or a boutique firm?

Actually you don’t always have to face outside when seated. There are many directions you can face but it will best be determined by the precise “flying stars table” of your room, which will need lengthy description though.
However, without knowing exactly how your room is positioned, the simple fact that you’re sitting with your back facing the door is – 9 out of 10 times – inappropriate.
Depending on how exactly it is, it’d be best to put a petition there blocking the space between you seat and the door so as to give yourself some “back support.”

By the client? I'm doing some research and I was wondering, if a decorator works at a firm and that firm gets a job to decorate an entire office building with, let's say 25 floors, in Manhattan. How much would the client pay firm and how much would the decorator receive? And also, is that a reasonable job?

Well first off, many decorators work within the residential market, not commercial. There are some that do commercial spaces but its pretty limited. For jobs like the one you are using as an example, the firm would most likely be using Interior Designers within a large firm. Most of the larger projects are going to be done by licensed professionals as opposed to decorators who don't need to have a license to practice.
Doing a large job like 25 floors really depends on what the client needs. If they just want furniture then the cost is going to be smaller than if they want to move walls and completely re construct the buildings interiors. It also depends on what kind of furniture and lighting the client wants. Most commercial furniture is VERY expensive. Just an office chair can cost up to $ 800 or more.
Also the client would have to take into consideration if the building is new or old, if there are structural changes that need to be made or if certain codes need to be updated. So you can see that for such a big project there are many components to it and there is a lot to take into consideration.
If you are wondering about just Interior Decorators salaries, they usually get paid on commission and can charge either a base rate for their services or an hourly fee. The amount they charge can depend on what they are doing and where they are working.

About 30% of the total amount spent. You are paying for them to oversee and delegate trades, their expertise, the drawings, planning all while keeping to your budget. They work closely with you to make sure you get exactly what you want but with their flair. Don't get scared when you hear "Interior Designer" you don't need a massive budget as you are paying for their creativity to make sure you are comfortable with the money spent. It is a great idea what you are thinking of doing as it will be the face of your business and your clients will get a preview of how you run it. Best of luck!
